Summary of the anniversary of the 10th POLISH ITS CONGRESS
16-17 May 2017, Warsaw


The 10th anniversary Polish ITS Congress was held in the Sofitel Warsaw Victoria hotel on 16-17 May this year. Nearly 350 participants from companies involved in Intelligent Transport Systems, governmental bodies, local authorities, technical universities and the industry press gathered for the event organised by the ITS POLSKA Association.  Among the participants of the Congress, over 60% were local government representatives.

The Polish ITS Congress has acted as a meeting place for experts for many years. It is also an opportunity for a broader presentation of scientific and research papers, whose results can be applied in practice. Year after year, not only the number of participants increases, but also the number of presentations and topics. This year's 10th edition of the Congress featured 43 presentations, 3 panel discussions, which were all divided into 10 thematic blocks:

- Traffic measurements and road condition surveys,
- Innovative solutions part 1,
Panel discussion: Politics, law, finance,
- ITS as a tool for sustainable mobility part 1
- Standardisation and ITS architecture,
- Panel discussion by Dziennik Gazeta Prawna and ITS POLSKA: ITS projects in Poland.
Current status and challenges for the future,
- Panel discussion: PIIT – Polish Chamber of Information Technology and Telecommunications.

Deputy Minister of Infrastructure and Construction, Justyna Skrzydło presided over the grand opening of the congress. “We are actively involved in the development of Intelligent Transport Systems in the European Union and in the Visegrad Group. We declare full cooperation with the entire ITS industry,” the Deputy Minister of Infrastructure and Construction, Justyna Skrzydło stated at this year's ITS Congress. The Deputy Minister pointed out that Intelligent Transportation Systems are a fixed element of the government's infrastructure and mobility efforts. She referred to a number of strategic documents relating to this idea – the Transport Development Strategy, the National Urban Policy, the Responsible Development Strategy, the National Integrated Digitalisation Programme or the Paper-to-Digital Poland Programme. The Minister also mentioned that the Ministry of Infrastructure and Construction is working together with the General Directorate for National Roads and Motorways on the construction of a National Access Point to the data.

She declared close cooperation from the ministry and the entire government in the development of modern transport technologies, including the commercial sector. She stressed the crucial importance of harmonising the activities of EU Member States. “Using the available instruments, the government is supporting the development and implementation of modern technologies facilitating transport. We assume that this is an evolutionary process and that proper coordination at EU level should be ensured,” the deputy minister added.

This programme of this year's Congress covered a wide range of ITS applications. Topics included popular issues stemming from investment plans in Poland, such as traffic management systems and tolls on national roads, as well as topics always garnering interest, such as technologies used in public transport. Discussions on railways and new ITS issues, such as managing demand for urban transport, were also continued.

It should be noted that companies participating in the congress had the opportunity to present their latest solutions not only during the presentations and discussion panels, but also in a special exhibition space, which proved very popular with congress participants. The last point on the agenda during the first day was a panel discussion on Politics, Law, and Finance, which was attended by: Nicolas Lepage (Embassy of Canada to Poland), Marta Leardi-Anderson (Cross-Border Institute),
Renata Rychter (State Road Transport Inspectorate), Katarzyna Walczyk-Matuszyk (National Contact Point for Research Programmes of the European Union). The discussion was moderated by Andrzej Maciejewski (GDDKiA).

The day ended with the finale of the 8th LIDER ITS competition and the 10th Anniversary Gala of ITS POLSKA and the Polish ITS Congress.

LIDER ITS 2017 was the eighth annual competition held. As every year, the submitted works were evaluated before the start of the Congress. The Jury: Prof. Wojciech Suchorzewski – chairman, Prof. Jerzy Mikulski, Dr. Eng. Tomasz Kamiński, Dr. Eng. Marek Litwin, Dr. Eng. Jacek Oskarbski, MsC. Marek Rolla and Piotr Krukowski, MA, selected the winners and those receiving commendations in subject categories. The competition was held under the honorary auspices of the Ministry of Infrastructure and Construction, the National Road Safety Council, the General Directorate for National Roads and Motorways, the General Inspectorate for Road Transport, the EU Transport Projects Centre and the Polish Chamber of Commerce for Roads. The jury awarded the LIDER ITS 2017 statuette for ITS didactic and research practice to the University of Bielsko-Biała.

for the delivery and installation of ITS under a state-funded programme “Upgrade and development of an integrated mass-transit transport system in Olsztyn”.

Best research and scientific work:

The jury awarded a LIDER ITS 2017 statuette to Mr Aleksander Dębski for his diploma thesis entitled: “Concept of using V2I to improve traffic in a coordinated traffic light sequence.”

The evening’s special event was the honouring of 5 entities that have been, for 10 years, supporting the ITS POLSKA Intelligent Transport Systems Association and the idea of organising the event, which has become the most important event for the industry in Poland – the POLISH ITS CONGRESS.

The long-time President of the ITS POLSKA Association, Marek Litwin, awarded anniversary diplomas to the following companies and institutions:
- General Directorate for National Roads and Motorways
- Motor Transport Institute
- Faculty of Transport, Warsaw University of Technology
- Egis Projects Polska
- Elektrotim

The ceremony was hosted by Egis Projects Polska, while the Anniversary Gala was sponsored by Comarch and Polska Winieta. Later in the evening, the participants were entertained by swing music from the 1940s and 1950s performed by the Szafran Swingin' Orchestra.

The second day of the Congress featured three sessions and two panel discussions. The first discussion was carried out in cooperation with Dziennik Gazeta Prawna. The participants included: Paweł Szaciłło (Ministry of Development), Przemysław Gorgol (EU Transport Projects Centre), Mariusz Kołkowski (ITS POLSKA), Mariusz Cywiński (Kapsch Telematic Services), Dariusz Obcowski (Siemens). The discussion was moderated by Konrad Majszyk from Dziennik Gazeta Prawna.
The debate covered issues of cooperation between public institutions in the field of effective use and sharing of data from domain systems, PPP, CETA. The second discussion was organised by the Polish Chamber of Information Technology and Telecommunications (PIIT). It centred on modern transport technologies used in the cities of the future. The discussion included: Jan Maria Czajkowski (Association of Polish Counties), Rudolf Borusewicz (Association of Polish Counties), Jan Jakiel (Municipal Road Authority in Warsaw), Michał Rogalski (PIIT), Przemysław Staśkowiak (PIIT), Tomasz Polichnowski (ITS expert). The moderator of the discussion was Wojciech Dziomdzior from the Polish Chamber of Information Technology and Telecommunications. The second day finished with a plenary discussion and a summary of the Congress chaired by the Conclusion Committee.

The congress was closed by the ITS POLSKA President Marek Litwin. “On behalf of the organisers of the 10th anniversary Polish ITS Congress, I would like to sincerely thank all the participants for coming in such great numbers, as well as for your contributions and commitment to the discussions. It is a pleasure to host you and to hear all the interesting ideas. Based on your feedback, we know that this is time well-spent, used to broaden our knowledge of all that is latest in Intelligent Transportation Systems and to share experiences and meet interesting people. Without you, our congresses would not be held in such a pleasant atmosphere and with such success. Thank you and I would like to invite you to participate in the 11th Congress, which will be held in May 2018,” said Marek Litwin, the long-time President of ITS POLSKA at the close of the meeting.
